آقای شهریاری که کارمند شهرداری رژیم سابق است در یک شهرک تازه ساخت به نام رحمت آباد صاحب خانه ای کوچک و محقر شده است. وی که با مدیر شهرداری روابط صمیمانه ای دارد و مرد ساده دلی است به اهالی رحمت آباد قول می دهد تا برای شهرک آب لوله کشی بیاورد اما با وجود تلاشهای زیاد موفق نمی شود.

لطفعلیخان، کارمند با سایقه‌ی بانک سکته می‌کند. اطرافیانش به هنگام دفن او، از زنده بودنش با خبر می‌شوند. برخورد با مرگ، لطفعلیخان را به خود می‌آورد و تصمیم به توبه می‌گیرد. او به میان مردم می‌رود و از آنان حلالیت می‌طلبد. اما توبه‌ی خالص و حقیقی را به این آسانی‌ها نمی‌بیند.
